  고속국도관리자는 천재지변 그 밖에 이에 준하는 긴급사태의 발생으로 인하여 고속국도에서의 자동차의 통행 이 위험하거나 교통이 장시간 마비될 우려가 있는 때에는 고속국도의 구조를 보전하고 운행의 위험을 방지하기 위하여 필요하다고 인정되는 범위안에서 고속국도에 진입하거나 진행중인 자동차의 통행을 일시적으로 금지하거나 제한(이하 “긴급 통행제한”이라 한다)할 수 있다. 이 경우 고속국도관리자는 지체없이 관할 국가경찰관서의 장에게 그 사실을 통보 하고 고속국도의 구간을 지정하여 자동차의 통행의 금지나 제한을 요청하여야 한다 When the passage of automobiles on the motorway is dangerous or where there exist concerns over long-hour paralysis of passage due to an occurrence of a natural disaster and other emergency status corresponding thereto within the limit of admitted to be necessary to preserve the structures of motorway and to prevent the danger of passage, the motorway manager may temporarily prohibit or restrict (hereinafter referred to as the “emergency passage restrictions”) the passage of automobiles entering into or passing the motorway. In this case, the motorway manager shall promptly notify the head of competent police office of the said fact, and demand a prohibition or restriction of the automobiles’ passage by designating the districts of motorway.
